Some of this nomad land is pretty easy to take but all their horses makes them annoying to fight and congratulations you just went to war over a bunch of empty nothing. The tech in these steppe-lands is just terrible because they are all empty. I want to expand but I also have a lot of empty holdings that could be filled with cities and castles. I'm on the silk road and my capital county has an ideal tradepost so I'm thinking taking advantage of the income is probably the quickest route. You also have to convert the population to your religion. Building a castle is a faster way to get the province to feudalism, but if you can build up the tribal holding and convert it, if space allows the province will automatically get a castle, town, and church holdings from the conversion. In my experience, a lot of tribal provinces don't that tech in the 769 start. In order for a tribal province to convert to feudalism, it needs to have a stone hillfort built, which requires level 1 Castle Infrastructure technology (not 100% sure on the name of the tech, but something like that). Knowing this now I think I'm going to avoid bothering with these nomads for now.

Am I better off upgrading the existing hillfort to a castle or just building a new one? A new one will cost me pretty much everything I have. The land has to be settled otherwise upon succession I believe it reverts back to nomads. The first issue I have run into is dealing with conquered nomad territory. I'm mostly snapping up nearby territory waging minor holy wars against muslims and tengri nomads.
